本报告基于北京的全国文化中心地位和共建“一带一路”国家复杂的国际环境,剖析了北京文化产品出口共建“一带一路”国家的重要意义,指出北京文化产品的出口不仅可提升北京文化的影响力,助力更高水平的外循环,而且可开拓共建“一带一路”国家的文化市场,带动北京的对外文化投资。同时,本报告分别从政策环境、国际影响力、双循环格局以及多元文化差异、地缘政治制度和新冠肺炎疫情下的经济风险等角度考察了北京文化产品出口共建“一带一路”国家的有利和不利因素。最后,结合上述内容,针对性地提出了双循环格局下促进北京文化产品出口共建“一带一路”国家的策略建议,即北京应把握政策机遇,推动系列文化贸易政策在京先行先试,防范外循环风险,打造具有北京特色的文化品牌,调整文化产品出口结构矛盾,塑造北京城市形象,等等。
<<Based on Beijing’s status as a national cultural center and the complex international environment of countries jointly building “The Belt and Road”(B&R),this report analyzes the significance for Beijing’s export of cultural products to countries jointly building the B&R. It points out that the export of Beijing’s cultural products can not only enhance the impact of Beijing’s culture influence,promote external circulation to a higher level,but also open up the cultural market of countries jointly building the B&R and drive Beijing’s cultural foreign investment;further,this report have examined the favorable and unfavorable factors of Beijing’s cultural product exports to countries jointly building the B&R from the policy environment,international influence,dual-cycle pattern,and multiculturalism differences,geopolitical systems,and economic risks under the COVID-19 separately. Finally,in combination with the above content,this report put forward targeted strategy for promoting the export of Beijing’s cultural products towards the countries jointly building the B&R under the dual circulation,that is,Beijing should seize the policy opportunity,promoting a series of cultural trade policies to be tested,preventing risks of external circulation,creating cultural brands with Beijing characteristics,adjusting the contradiction in the export structure of cultural products,shaping the image of Beijing,and so on.
