现代学前教育的本质是一种公共服务。北京市通过实施三期学前教育三年行动计划,基本建成广覆盖、保基本、有质量的学前教育公共服务体系。新公共服务理论为学前教育的持续优化提供思路:政府在利用财政资金购买学前教育公共服务的同时,还要承担起优化、监管和担保责任。新公共服务理论视角下推进普惠性幼儿园发展的具体策略包括:尽快出台《学前教育法》,完善顶层设计;推动学前教育供给侧结构性改革,实现供需均衡;完善普惠性幼儿园的内部治理结构;加强普惠性幼儿园的外部监管;等等。
<<In modern society,preschool education is regarded as a kind of public service in essence. Through the implementation of the three-phase three-year action plan for preschool education,Beijing has basically completed the construction of a high-quality public service system for preschool education that covers a wide range of areas and provides basic services. The analysis and introduction of the new public service theory may provide the government with the overall idea of optimizing the inclusive preschool education system. This requires the government to use financial funds to purchase preschool education public services,and also to assume the responsibility of supervision,optimization and guarantee of inclusive kindergartens. The specific measures are as follows:improve the laws and regulations in the system,promote the supply side structure reform of preschool education in practice,improve the internal governance structure of inclusive kindergartens,and strengthen the external evaluation and supervision mechanism.
