《北京市优化营商环境条例》在行政审批、市场环境、政务服务、监管执法方面作出了较多创新,但对比其他省市的营商环境条例仍有进步和完善的空间。在优化营商环境的实践中,北京市实施了一系列创新举措,使得行政审批改革加快推进、政务服务不断优化、监管执法更加规范,但同时也面临着市场环境需改善、融资难待解决、政务服务效能需提升、严格公正执法应加强、政务诚信建设要推进的挑战。第三方评估是观测一地营商环境建设状况的重要窗口,北京市在不同评估中取得的优异成绩彰显了其制度优势和治理效能,同时评估暴露出了获得信贷阻碍大、税率高流程烦琐、自然和生活环境待完善、诚信建设需加强的薄弱环节。为进一步完善营商环境,北京市应引入第三方评估,强化对《北京市优化营商环境条例》实施的社会监督;扩大政府购买服务范围,全面提升政务服务的效率、质量和标准;出台统一的包容审慎监管清单,进一步完善宽严相济的执法环境;进一步强化政府部门的诚信意识,完善涉企政府沟通机制。
<<The Regulations of Beijing on Optimizing the Business Environment has made many innovations in the aspects of administrative examination and approval,market environment,government services,supervision and law enforcement,but there is still room for improvement compared with the regulations of other provinces and cities. In the practice of optimizing the business environment,Beijing has implemented a series of innovative measures,but at the same time,Beijing is also facing many challenges. The third-party assessment is an important window to observe the business environment of the city. The outstanding achievements of Beijing in different assessments show its institutional advantages and governance efficiency. At the same time,the assessment also exposes the weak points,such as financing difficulties,high tax rate,and how to improve the natural and living environment,how to strengthen the integrity of the government. In order to further improve the business environment,Beijing should introduce the third-party assessment to strengthen the social supervision of the implementation of the regulations;expand the scope of government purchasing services;improve the efficiency,quality and standards of government services;make the law enforcement environment combining leniency with severity;and further strengthen the integrity of government departments.
