在我国应急预案体系中,基层防疫应急预案处于先期应急处置的功能定位,对疫情防控工作至关重要。但在实际运行中,基层防疫应急预案存在先期处置无力、预警机制异化、法治保障不足等制度障碍,透射出的实际上是我国疫情防控应急管理的模式选择问题。为正视社会公众疫情防控需求,提高疫情防控应对效率,辅助上级疫情防控工作,我国疫情防控应当由自上而下的中心主导模式逐渐转变为上下联动的多元治理模式。本文据此提出了加强基层应急预案先期处置功能、重塑基层疫情防控预警机制、供给基层防疫应急预案法治资源等基层防疫应急预案的功能修复路径。
<<In China’s emergency plan system,the primary epidemic prevention emergency plan is in the function of early emergency disposal,which is very important for epidemic prevention and control. However,in the actual operation,there are some institutional obstacles in the grassroots epidemic prevention emergency plan,such as the weak early-warning mechanism,the alienation of early warning mechanism,the lack of legal protection and so on. In order to meet the needs of public epidemic prevention and control,improve the response efficiency of epidemic prevention and control,and assist the superior epidemic prevention and control work,China should gradually change from the top-down central leading mode to the top-down linkage multi governance mode. Therefore,this paper puts forward some specific ways to improve the operation efficiency of the grassroots emergency plan,such as strengthening the early disposal function of the grassroots emergency plan,reshaping the early warning mechanism of the grassroots epidemic prevention and control,and supplying the legal resources of the grassroots emergency plan.
