Increasing “three rates” in community governance is an important factor in implementing the requirements of the municipal Party committee，modernizing community governance，and enhancing people’s sense of well-being and security. Chaoyang district uses the Party Building Initiative to expand the functions of property management companies. It has established a responsibility system that coordinates the government and the community，perfects property service，and ensures self-governing of property owners. The district has promoted the rule of law，standard setting，smart technology，brand building and security in property management. By increasing the “three rates”，the district attempts to solve difficult problems of basic-level governance，innovate the governance system，improve the methods of governance，and enhance the capacity and level of social governance.
