In the period of major change，China is facing unprecedented opportunities and challenges. It is urgent to establish a concept of global contact that is guided by cross-civilization dialogue. Cross-civilization dialogue refers to contact，understanding，communication，and study among each civilization. It requires that both one’s own civilization and the other’s civilization should be surpassed at the same time，and the two civilizations can be viewed from a higher dimension，which helps to understand the environment，ascertain the boundaries，reduce conflict and promote development. In the final analysis，the competition between China and the United States is a global competition of political systems and ideologies. When the government’s credibility is low，encouraging people to speak out is a shortcut to improve national image. Cross-civilizational dialogue must be conducted in the security state of cognitive. In the article，we attempts to propose strategic countermeasures against changes of international public opinion，including changing the paradigm of international competition and establishing the “humanistic love orientation”；adjusting economic and cultural relations and enhancing cultural affinity；correcting the connotation of “positive energy” and giving the good Chinese narrative；weakening cognitive boundaries and expanding “living space”. All of them requires “expansion tools” as a guarantee.
