In the process of responding to COVID-19，it has been exposed that China’s governance system has long neglected the important role of the catering industry in the national public health security system，social public health system and national emergency support system. To promote the high-quality development of the catering industry in accordance with the law，to elevate the policies and regulations that are feasible，effective and efficient into laws，to formulate regulations to promote the development of the catering industry and to put them on the relevant legal agenda to promote the reform in accordance with the law，are the practical requirements for the modernization of the governance system and governance capacity of the catering industry. Based on the analysis of the necessity and feasibility of speeding up the enactment of the Regulations on the Promotion of the Development of the Catering industry，this paper puts forward the legislative pathway and explains the structural arrangements and main contents of the Regulations on the Promotion of the Development of the Catering Industry.
