新时期,北京以煤炭为主的能源消费格局逐渐向天然气、电力和新能源消费转变,北京新能源国际合作在技术研发、高端装备制造、产业聚集、技术服务等领域已经具备一定的优势,产业发展规模凸显。然而,依旧存在一些问题,如核心技术和自主研发能力有待提升,污染类型转变导致合作内涵变化,疫情背景下外部环境复杂性加剧,对技术合作和能源供应安全提出更高要求等。目前,需要进一步和“四个中心”建设需求接轨,借助北京国际交往中心建设平台,开展与国际友好城市、世界大都市之间的能源交流和合作,充分发挥低碳技术合作机制等框架作用,加快能源互联网建设,提升自主知识产权,强化可靠的首都新能源供应体系,维护首都能源安全大局。
<<During the “13th Five-Year Plan” period,the energy consumption pattern of the capital,which is dominated by coal,has gradually changed to natural gas,electricity and new energy. Beijing’s new energy international cooperation has certain advantages in the fields of technology research and development,high-end equipment manufacturing,industrial clustering,and technical services,and the scale of industrial development has become prominent. However,there are still some problems,such as the need to improve the core technology and independent research and development capacity,the change of pollution types leads to the change of cooperation connotation,and the increasing complexity of external environment in the era of epidemic which puts higher requirements on technical cooperation and energy supply security. At present,the cooperation needs to be in line with the construction needs of the “Four Centers”. It is necessary to take the Beijing International Exchange Center construction platform to carry out energy exchanges and cooperation with international sister cities and world metropolises. Give full play to the framework of low-carbon technology cooperation mechanisms,accelerate the energy Internet construction,upgrade independent intellectual property rights,and strengthen the reliable new energy supply system of the capital,maintain the overall situation of the capital’s energy security.
