Since the sudden outbreak of COVID-19，Beijing has made great efforts to overcome the negative impact of the pandemic on the capital’s international exchanges，laid out the international relations space from a high starting point，focused on the high standard of how to turn foreign affairs into real productivity，and effectively promoted the activities of international relations at a high level. The report makes a follow-up evaluation of global cities in 2020. Beijing has an excellent performance，breaking into the forefront of the list of authoritative research institutions in global cities，and leading the world in the fields of international exchanges，foreign trade，scientific and technological innovation，city competitiveness and so on. The year 2021 marks the 100th anniversary of the founding of the Communist Party of China and the opening year of the 14th Five-year Plan. This new situation releases new opportunities，and the construction of the Beijing International Exchange Center is in a new stage of great promise. The report proposes that the construction of the Beijing International Exchanges Center in 2021 should coordinate with the functions of the epidemic prevention and international exchange center，and strive to improve the service guarantee capacity of major state events. In the coming year，Beijing shall make every effort to guarantee the 2022 Beijing Winter Olympic Games and the Winter Paralympic Games to be held；expand the city’s foreign exchanges and continue to do a good job in international cooperation in epidemic prevention and control. Beijing should enhance the comprehensive capacity of international exchanges，improve the hardware conditions of the core diplomatic bearer of great powers with Chinese characteristics，take practical and effective measures to attract the gathering of international high-end elements and resourses，effectively improve international public services. Beijing ought to toenhance the synergy with the national cultural center and international science and technology innovation center to jointly promote Beijing’s high-level open development；and actively participate in multilateral affairs and global governance.
