Promoting the reform of industrial worker team building is an urgent need to consolidate the party’s long-term ruling position，realize the transformation from a big manufacturing country to a strong manufacturing one，and improve the quality of industrial workers. It is the planning and deployment of General Secretary Xi Jinping，a major decision made by China. Since the Central Committee of the Communist Party of China and the State Council promulgated the ‘Industrial Worker Team Building Reform Plan for the New Period’ on April 14，2017，this reform has made important progress and phased results. Entering the 14th Five-Year Plan period，to promote this reform，we must implement the spirit of the important speech of the Fifth Plenary Session of the 19th Central Committee of the Party and General Secretary Xi Jinping at the National Model Workers Conference，based on the new development stage，implement the new development concept，and build a new development. The layout，highlighting the implementation of five aspects of reform measures including ideological guidance，contribution to career，quality improvement，status improvement，and team growth.
