基于北京、上海等重点城市的实践,本文总结了近三年来住房租赁市场建设的进展,揭示“多主体供给、多渠道保障”框架已经初步建立。并且,在有限的财力和地方竞争压力下,住房租赁市场建设和人才政策融合,成为吸引和留住人才、提升城市发展创新能力的工具。中国住房租赁市场的发展仍需要解决三方面的问题:完整的租赁体系建设、长期可持续主体建设,以及租售同权建设。
<<Based on key cities such as Beijing and Shanghai,this article summarizes the progress of the housing rental market in the past three years,revealing the framework of a ‘multi-subject supply,multiple channel guarantee’ has been initially established. Moreover,under the pressure of limited financial resources and local competition,the construction of the housing rental market and the integration of talent policies have become tools to attract and retain talents and enhance the ability of urban development and innovation. The development of China’s housing leasing market still needs to solve three problems:the construction of a complete leasing system,the construction of long-term sustainable entities,and the construction of the same rights for rent and sale.
