广州建设成为国际科技创新城市的目标定位几经演变,政策系统规模较大且结构复杂。从科技创新“十三五”规划中提炼现行政策集群及政策项目,导入政策绩效评价理论技术,构建相应于具体政策项目绩效和政策体系综合绩效两个层面的评价指标体系,并依科学原则抽取45个政策项目样本开展实证评估。结果发现:政策体系综合绩效为良,其中政策准备和政策过程表现优于政策结果,政策实施后广州与国内创新型城市最高水平差距明显缩小,但与国际先进水平差距仍然较大。政策落实的不足之处集中在创新投入、创新能力建设、创新资源结构和孵化器服务4个方面,为此应从调整科技扶持方式、不断优化创新空间生态、巩固穗港科技合作机制、重视人才引留等角度着力政策完善,推动广州科技创新实力与国际影响力提升。
<<The goal of building Guangzhou into an international scientific and technological innovation city has evolved several times,and the policy system is large in scale and complex in structure. This paper abstracts the current policy clusters and projects from the 13th Five-Year Plan of science and technology innovation,introduces the theory and technology of policy performance evaluation,constructs an evaluation index system corresponding to the specific policy projects and policy system,and carries out an empirical evaluation by selecting 45 policy project samples according to the scientific principles. The result shows that the comprehensive performance of the policy system is good,in which the performance of policy preparation and policy process are better than the policy result. After the implementation of the policy,the gap between Guangzhou and other innovative cities in the country at the highest level has narrowed significantly in recent years,but the gap between Guangzhou and the innovative cities of international advanced level is still large. The disadvantages of policy implementation were concentrated on innovation input,innovation ability construction,resource structure and incubator service. Therefore,efforts should be made in terms of adjusting the way of support for scientific and technological innovation,continuously optimizing innovation space,consolidating scientific and technological cooperation mechanism between Guangzhou and Hong Kong,and attaching great importance to attracting talents,so as to improve the policy and promote the scientific and technological innovation strength and international influence of Guangzhou.
