城镇老旧小区改造工程,既是坚定实施扩大内需战略、构建新发展格局的重要路径,也是满足人民群众美好生活需要、推动惠民生扩内需、推进城市更新和促进经济高质量发展的重要指南。陕西省进一步明确城镇老旧小区改造任务,重点改造2000年年底前建成的老旧小区。本研究基于陕西省11个市(区)的面板数据,通过构建DID模型,对比老旧小区改造政策对陕西省经济的增长效应,以控制人均固定资产、基础设施水平、政府一般预算支出和产业结构等变量检验政策实施的作用效果。研究发现,城镇老旧小区改造可以有效提升区域经济水平。
<<in May 2020,Premier Li Keqiang mentioned in the government work report that this year,39000 old urban residential areas will be rebuilt. Speeding up the transformation of old residential areas in cities and towns is an important way to firmly implement the strategy of expanding domestic demand and build a new development pattern. It is to meet the people’s needs for a better life,promote the people’s livelihood,expand domestic demand,promote urban renewal and transformation of development and construction mode,and promote high-quality economic development. Over the years,Shaanxi Province has been carrying out the renovation project of old residential areas. This time,in response to the government work report,the task of renovation of old residential areas in cities and towns has been clarified,with the focus on the renovation of old residential areas completed before the end of 2000. Based on the panel data of 11 urban areas in Shaanxi Province,this paper constructs the did model to investigate the economic growth effect of the old community transformation policy on Shaanxi Province,and tests the effect of policy implementation by controlling the variables such as per capita fixed assets,infrastructure level,government general budget expenditure and industrial structure. Through the research,it is found that the old community transformation policy can improve the regional economic level.
