On the basis of analyzing the regulation of housing rental market，this report finds that the rent return rate of major cities in China is declining，but the rent income ratio is still high. The development of housing rental market in major cities of Shaanxi Province is quite different. The high rental price and low rental yield in Xi’an will have a negative impact on the supply and demand of the rental market. It is necessary to plan the urban development strategy，strengthen the supervision of the rental market，and do a good job in the construction of policy rental housing in order to create a good market environment.
