尽管受到新冠肺炎疫情冲击,2020年陕西房地产金融政策总体仍坚持“房住不炒”政策基调,上半年以稳为主,下半年稳中向紧。在此政策形势下,陕西房地产开发投资得到持续较快恢复,全年商品房交易与土地交易呈现出“量稳价升”特征。但是陕西房地产金融政策方面仍面临三大问题:一是审慎管理制度长效机制有待完善,二是政策连续性、一致性和稳定性有待加强,三是住房租赁市场金融支持政策体系有待完善。为此,建议陕西省应当探索建立房地产金融审慎管理制度配套支持政策体系,确保地方房地产金融政策的连续性、一致性和稳定性,积极探索建立健全陕西住房租赁市场金融支持政策体系。
<<Despite the impact of the Covid-19 epidemic,the overall real estate financial policies in Shaanxi in 2020 still adhered to the policy tone of “residence but speculation”. The situation in the first half of the year was stable,while the second half turned to be tight. In this policy situation,Shaanxi real estate development and investment has been sustained and rapid recovery,the whole year commercial housing transactions and land transactions show the characteristics of “steady quantity and rising price”. Generally speaking,Shaanxi real estate financial policy is still facing three major problems. First,the long-term mechanism of the prudential regulation institution needs to be improved;second,the continuity,consistency and stability of policies need to be strengthened;third,the financial support policy system of the rental housing market needs to be improved. Therefore,it is suggested that Shaanxi Province should explore the establishment of the supporting policy system of prudential regulation institution in real estate financial sector,to ensure the continuity,consistency and stability of local real estate financial policies,and actively explore the establishment and improvement of financial support policy system of Shaanxi rental housing market.
