It should adhere to the development and cooperation model of “enterprise first，government promotion，and market operation”，To promote the scale of the modern industrial system，improve the effectiveness of the comprehensive reform of intellectual property rights，and accelerate the deployment of scientific and technological innovation platforms. Although some achievements have been made in the construction and development of the knowledge city，there are still many difficulties and problems in comparison with the high standard requirements of the design of the knowledge city，including the weakening of policy advantages，the shortage of land resources，the shortage of innovation resources，and the slow integration of industry and city.
