粤港澳大湾区是科技创新成果的转化高地。近年来,大湾区科技成果转化的激励机制、要素市场化机制、载体平台运行机制、产学研协同合作机制等日益健全和完善,成效日益显现。但也存在高校科技成果转移转化率不高、体量小,区域协同和枢纽型平台效应不彰,技术转移机构服务能力不强,高层次技术经纪缺乏等问题,与大湾区建设具有全球影响力的国际科技创新中心、建设珠三角国家科技成果转移转化示范区的目标还有较大差距,任重而道远。建设粤港澳国际科技创新中心,要在深化“双区”建设的背景下,按照《国家技术转移体系建设方案》的要求,进一步创新科技成果转化机制,推动大湾区建设成为具有国际竞争力的科技成果转化基地。
<<The Guangdong-Hong Kong-Macao Greater Bay Area is a highland for the transformation of scientific and technological innovation achievements. In recent years,the incentive mechanism,factor marketization mechanism,carrier platform operation mechanism,and industry-university-research collaboration mechanism for the transformation of scientific and technological achievements in the Greater Bay Area has become increasingly sound and perfect. However,there are also problems such as low transfer rate of scientific and technological achievements in colleges and universities,small volume,ineffective regional coordination and hub-based platforms,weak service capabilities of technology transfer institutions,and lack of high-level technical brokers. These problems have led to a large gap between the status quo of the Greater Bay Area and the goal of the Greater Bay Area to build a globally influential international science and technology innovation center and the Pearl River Delta National Science and Technology Achievement Transfer and Transformation Demonstration Zone. To build an international science and technology innovation center in Guangdong,Hong Kong and Macao,it is necessary to further innovate the transformation mechanism of scientific and technological achievements in accordance with the requirements of the “National Technology Transfer System Construction Plan” under the background of deepening the construction of “dual zones” and promote the construction of the Greater Bay Area into an internationally competitive Transformation base of scientific and technological achievements.
