Faced with the new situation and requirements of the “14^th Five-Year Plan”，China has entered a new stage of development for building a modern and powerful socialist country. The opening and development of Guangxi’s Beibu Gulf Economic Zone is facing new contradictions and problems，new opportunities and challenges，and new development goals and tasks，it has to accurately control its own development situation under the overall international and domestic situation，scientifically predict the general trend of the world economy and the open cooperation；it is very important for Guangxi Beibu Gulf Economic Zone to firmly uphold the main line of high-level opening up and high-quality development，formulate a development strategy to expand high-level opening up，improve the quality level of opening up，and form a new layout for opening up development during the “14^th Five-Year Plan”. Based on the analysis of the effectiveness and problems of Guangxi Beibu Gulf Economic Zone during the “13^th Five-Year Plan” period，and prediction on the advantages and disadvantages as well as the opportunities and challenges of expansion of high-level opening in Guangxi Beibu Gulf Economic Zone during the “14^th Five-Year Plan” period，this article provides several strategic thinking on overall requirement of expanding high-level openness in Guangxi Beibu Gulf Economic Zone，building a new pattern of high-level open cooperation，accelerating the construction of high-level connectivity as well as the construction of important development platform，etc.
