In 2019，Beihai has continually adhered to the work plan of seeking progress while maintaining stability，and strived to overcome the downward pressure on the economy by focusing on attracting investment，development projects，business environment，ecological environment，foreign investment，and investment as the “six stabilization” to maintain a good momentum of sustained，healthy and rapid economic and social growth，by which the “Beihai Plan” has been created that provides the “Beihai development experiences” as a contribution to stimulate high-quality development in Guangxi. At the beginning of 2020，although the external environment is severe，complex，and difficult due to factors such as the outbreak of COVID-19 and the escalation of Sino-US trade frictions，there are still many favorable domestic conditions，the opening and development of Beihai still has the conditions and support to continue to maintain its stable operation.
