2020年,新冠肺炎疫情使非洲大陆陷入50多年来最严重的经济衰退,国内需求和供给同步受挫,外部资金流入锐减,政府债务水平攀升,贫困和失业状况恶化。在新冠肺炎疫情引致的多重冲击下,非洲经济基本面受到侵蚀,内生增长动力减弱。新冠肺炎疫情致使非洲经济偏离了先前的发展轨道。预计2021年非洲经济复苏步伐缓慢。新冠肺炎疫情对非洲经济的负面冲击将持续较长时期,并对实现联合国“2030年可持续发展目标”和非洲联盟《2063年议程》造成严重威胁。
<<Africa suffered its worst recession in more than 50 years in 2020 due to the COVID-19 pandemic,leading to the combination of demand and supply side shocks across multiple sectors. Under this backdrop,external capital inflows to Africa plummeted,poverty and unemployment deteriorated,government debt rise to high level. Under the adverse impacts of the pandemic,African macroeconomic fundamentals have been eroded,weakening the endogenous growth momentum. The COVID-19 pandemic has derailed African development from its previous trajectory. The projected economic recovery in Africa is subdued in 2021. For Africa,the adverse effects of the pandemic will last for some years and possibly slow down the achievement of the United Nations’ “2030 Agenda for Sustainable Development Goals” and the African Union’s “Agenda 2063”.
