On October 11，2020，after a cluster of epidemics occurred in Qingdao，the emergency response mechanism was quickly activated，more rigorous prevention and control measures were adopted，and nucleic acid testing covering the entire city was implemented. While tracking the sources of the epidemic and guiding public opinion，we coordinated efforts to prevent and control the epidemic，maintain social stability，and promote economic and social development. In the treatment of the clustered epidemic in Qingdao，the National Health Commission，Shandong provincial government，and Qingdao municipal government responded jointly to build a strong backing for victory，insisted on the supremacy of life and health，and promptly implemented all staff inspections，and promoted the participation of all the people in epidemic prevention and control to consolidate grassroots group prevention and control capabilities. Simultaneously，we used scientific and technological means to empower and increase efficiency for epidemic prevention and control，and guide the media to do a good job of propaganda and public opinion guidance，and achieved a phased victory in the treatment. The relevant experiences of Qingdao’s epidemic management have provided new samples for China’s epidemic prevention and control and epidemic management，and provided useful references for the improvement of urban epidemic prevention and control and even public health emergency management in other regions.
