With the modernization of China’s emergency management system and capacity，the emergency planning work is facing a great opportunity and many new challenges once again. Reviewing the development process of the emergency plan system，drawing on the experiences and good practices at home and abroad，the report suggests that the system should be helpful to give play to the unique strengths of China’s institution，reflect the concept of comprehensive emergency management for all-hazards，prevent the tendency of departmentalization，and to guide the whole society in carrying out all-process and all-factor emergency preparedness. The report also suggests that it is necessary to build a robust emergency plan system，through policies like starting a standing inter-departmental work group on emergency planning，gaining consensus on fundamental emergency-related glossaries and concepts of operation，optimizing the system’s structure scientifically and rationally，establishing a comprehensive emergency management staff team，ensuring the effective support provided from the emergency information platform and applications，and maintaining a continuous mechanism for self-improvement.
