如何以法治的稳定性、确定性来对冲严峻形势的不稳定性、不确定性,成为2020年贯穿我国应急管理事业全过程和各领域的一条主线。在适应国际国内形势变化、统筹推进疫情防控和经济社会发展的同时,我国全面推进应急管理法治化建设,立法、司法、执法、守法和普法宣传多方驱动,着力抓重点、补短板、强弱项、固优势,取得了重要进展和明显成效。但是,对标新发展阶段要求,应急法治工作还存在不少差距和短板。需要在2021年抓住应急管理领域进入新一轮修法密集期的难得契机,按照法治国家、法治政府、法治社会一体建设的要求,扎实谋划“十四五”时期应急管理法治建设,持续推进国家应急管理体系和能力建设。
<<Comprehensive Emergency Management in 2020 has been the main issue in handling the unstable and uncertainly serious situations through legal sanctity,stability,and certainty. To adapt to the changing scenarios of domestic and international circumstances,we have been promoting the prevention and control of the epidemic through various measures of social and economic natures simultaneously. Moreover,China has been promoting the promulgation of a new law in emergency management. Driven by legislation,the judicature,the law enforcement,along with the law-abiding and legal popularization,China has made significant progress and achieved remarkable results by focusing on key elements,reinforcing the weaknesses,while fortifying the strengths and advantages. Nonetheless,from the perspective of the present developments,there are several lacunae in the implementation of the emergency rule of law. In 2021,as emergency management has entered the phase of intensive revisions and we should grab this rare opportunity to draft a comprehensive and strong strategy for the development of the rule of law in emergency management under the ‘Fourteenth Five Year Plan’ while promoting the development of the national emergency management system and capacity.
