In order to help Shanghai sports industry “improve quality and speed up” and realize the sports industry from “experience judgment” to “data confirmation”，this paper constructs the evaluation index system of sports industry development under the guidance of comprehensive evaluation theory and index theory，based on the statistical data of sports industry in 16 districts of Shanghai from 2014 to 2019，the development index of sports industry in each district is calculated by using the efficiency coefficient method and “vertical and horizontal” grading method. On this basis，the comprehensive index and ranking changes of sports industry development in each district are analyzed，and the development level of sports industry in each district is divided into three types：jumping development type，fluctuating development type and stable development type，it also analyzes the highlights of the development of sports industry in each district，so as to clarify the comprehensive level and dynamic trend of the development of sports industry in Shanghai，and realize the comprehensive consideration of the sports industry in Shanghai，which has guiding significance for the overall grasp of the development direction and future strategic deployment of sports industry in Shanghai.
