The change of the property relations caused the corresponding change with the change of the society management structure. For the basic pattern of the community government，it transformed from the administration pattern to the independent community government pattern. The multiplicity and complexity of our country’s property rights at present stage，which has caused the separation of the community “the property rights” and “the governing power”.
