Since 2003，the SARS matter，the crisis management has been advanced，the system of crisis management has been developed and perfected. However，restricted by the traditional system，mobilization and participation were insufficiency. The treatment after crisis are also not come up to expectations. How to make the social organization to give full playas the important content to promote and deepen the crisis system. The construction of the system of crisis management was not only contributing to remake a system for emergency，and also related to the social stability and development.
