Governance refers to the management of cooperative network，the nature of community governance is the process that bearing on the community common benefit，the community principal actor such as government，private sector，the third sector and the citizen etc interdependence，share the public power in a commensal context，manage public affairs together. Based on the case study of the community governance in Taoyuanju，this article argue that in order to make the community run effectively，in order to maximize the common interest，the key factor is in that developing the cooperative network which comprised all stakeholders，building the cooperative and mutual relationship. And the government is only one of the cooperative mechanisms that promote the community good governance，is only one of the complementarity on condition that the society governance fails.
