Through several case studies，we found an important trend emerging in community governance is that a large number of external organizations participating in community governance，promoting to a high level of community governance. The report pointed out that the community governance is moving towards an open governance. Open governance is a totally different concept，a new governance model，is the outcome of evolution，change and improvement of institutions of community governance，and thus is a high-level form of community governance. The report also discussed open governance in regard to the concept，institutional basis，characteristics，evolution process，significance and etc.
