Community building in 2008 has entered a new stage of development. An increasing academic attention is paid to the sustainable development of community services. As to the “withdraw village to city” community，it lies in the middle of urban and rural areas，and acts as the “leader” in the process of integration of urban and rural areas. So how to provide service for such community has been one of the key issues，especailly about providing public services of government and mutual aid services of community organization effectively. In this paper，on the basis of the empirical study of community building in Sijiqing street，we sorted out diversified way to offer community service. Through such grass-roots experience，we attempt to effectively integration among governmental organizations，community organizations and commercial organizations in community service. We also tried to explore community assets，and promote the ability growth of community residents necessarily and possiblly. In addition to it，we proposed a strategy of policy innovation，system innovation and organizational innovation.
