Community construction with the goal of harmonious society is the implementation of 16 sessions of six CCP plenary conferences’ spirit，is the fundamental task of modern public management and social work in operation stratification plane，and gives the people the brand-new public government idea. From two dimensions-values and methodology，this article try to seek new power which makes the community develop continually，to reconstruct the development order of the community，moreover，to make a preliminary summary to the author’s thinking of the way to the community’s reform and development. The analysis process not only is criticalness，but also is constructive. In a very practical field，the clear sense of direction and the practical footsteps are necessary for the development of the community. Only in this way can we carry this changable world.
