新冠肺炎疫情的出现为首都老龄化社会治理带来了一定挑战,与此同时,新的问题也将孕育新的可能和机遇。梳理、反思疫情防控时期社区为老服务经验,有利于我们进一步立足当前“十四五”发展新格局,有效回应首都老龄化发展新问题。本文认为,北京市在构筑社区养老服务安全屏障、社区为老服务新模式的探索和实践、以“互联网+”路径促进老年人数字生活福利提升方面均取得一定成绩,但是还存在社区养老照顾供给不足、老年“数字鸿沟”有待进一步弥合以及智慧居家养老服务标准化建设不足等问题。本文在此基础上提出相应的对策建议,以优化北京市养老服务路径。
<<The emergence of COVID-19 has brought challenges to the governance of the aging society in the capital. At the same time,the latest problems will breed new possibilities and opportunities. Reflecting on the experience of community service for the elderly in the period of epidemic prevention and control will help us to effectively respond to the new problems of aging development in the capital,based on the current “14th five year plan”. The article advises that Beijing has made certain achievements in building a community security service for the elderly,exploring the community as a new mode of service,and promoting the digital welfare of the elderly through the Internet. However,there are still insufficient supply of community care for the elderly,the digital gap of the elderly needs to be further bridged,and the standardization of intelligent elderly services is not enough. On this basis,the paper puts forward corresponding countermeasures and suggestions to optimize the path for the alderly service in Beijing.
