Seizing the historic strategic opportunities of the construction of the Grand Canal cultural belt and the National Culture Park，high-speed rail and highway connection lines should be planned and constructed. In this way，the strategic transportation channel can be opened up，which can “integrate Xiongan and Beijing-Tianjin-Hebei on the north and lead to Shanghai-Hangzhou and Yangtze River Delta on the south” in the west of Shandong and the north of Jiangsu，and which goes along the Grand Canal cultural belt. And by taking the cultural and economic advantages of the two provinces，the high-quality development belt of “National Grand Canal Culture +” with higher cultural level，better ecological environment and higher integration of culture and economy should be built. These measures can promote the replacement of traditional energy with new ones in Shandong and Jiangsu and the implementation of the Guidelines for the Protection，Inheritance and Utilization of the Grand Canal Culture and the Plan on the Construction of National Culture Parks for the Great Wall，the Beijing-Hangzhou Grand Canal and the Long March. In this way，the strategy for the cultural ecological economic zone of the grand canal can be carried forward，and the high-quality development of the west of Shandong and the north of Jiangsu can be better planned in the implementation of important development strategies of the country.
