This paper points out that “single governance model” existing in the current China's drug safety regulation cannot deal with many new problems arisen，discusses the necessity of transformation on drug safety from “supervision model” to “governance model”，and introduces the legal system design and practice of “independent third party” to participate in industry governance at home and abroad，as well as comes up with system design，primary form，development goals and other suggestions in cultivating the “independent third party” to participate in Chinese drug security governance.
