To reduce the burden on patients and improve the drug accessibility by patients，two negotiations on entry of the national high-value drug medical insurance were performed in 2017 and 2018. However，in the implementation stage，there is a dilemma for drugs under negotiation “difficult to enter the hospital”. In this regard，China has adopted a social pharmacy channel to supply medicines and set up a series of management measures to further promote the “separation of medical service from drug sales” policy system and the “joint reform of the medical insurance system，health system and the medicine distribution system” process.
