This report reviewed the “13th Five-Year Plan” for Health Reform，and highlighted the four areas of hierarchical medical system，modern hospital management，guarantee for pharmaceutical supply，and universal health insurance. This report found out that the “13th Five-Year Plan” for Health Reform was characterized with the distinctive “government-dominant”. In future，it stresses to integrated the fragmented medical reform in a way of “tripartite system reform”. Meanwhile，the relationship between “government” and “market” must be further rationalised to break the current bottleneck and make the “tripartite system reform” effective.
