深入落实党中央、国务院关于巩固拓展脱贫攻坚成果与乡村振兴战略有效衔接的战略部署,是未来发展“三农”工作的首要任务。近年来,四川省把就业帮扶作为重要手段,从夯实就业扶贫基础数据、加大对外劳务输出力度与协作力度、促进就近就地转移就业、做好重点区域就业帮扶、借助互联网拓展就业渠道等方面发力,不断提高贫困人口的就业能力和收入水平,助推四川省脱贫攻坚取得了全面胜利。然而,在巩固拓展就业帮扶成果与乡村振兴有效衔接时,现有的就业帮扶政策还面临着以下挑战:劳动力素质与乡村振兴战略的要求存在差距、就业培训的内容与乡村振兴的方向存在错位、人才引进政策尚不能适应内生性发展的要求、就业帮扶政策的受益范围相对有限等。为此,本报告认为要实现二者的衔接,面对新的历史任务,既有的就业帮扶政策需要分类进行延续、拓展、优化与转换,并且还要从财政、金融、产业、人才等多个方面实施相关的配套政策。
<<In recent years,Sichuan Province has taken employment assistance as an important means to continuously improve the employ ability and income level of the poverty-stricken population,which has contributed to the overall victory of the poverty alleviation strategy of Sichuan Province. In the new historical period,in order to deeply implement the strategic deployment of the Party Central Committee and the State Council on consolidating and expanding the results of poverty alleviation and the effective connection of the rural vitalization strategy,it is necessary to further exploring the effective connection between the employment assistance policy and the two strategies. This article firstly reviews and summarizes the experience and achievements of employment support policies in Sichuan Province,and then sorts out the main challenges faced by the existing employment policies in the process of effectively connecting the poverty alleviation strategy and the rural vitalization strategy. On this basis,it analyzes how to achieve the continuation,expansion,optimization and transformation of employment policies. And corresponding policy suggestions are put forward in four aspects:finance,banking,industry,talents,etc.
