It is an inevitable choice for the development of informatization to apply “one network unified management” technology to implement “off-site law enforcement”. This article takes the practice of the Comprehensive Law Enforcement Team in Minhang District，Shanghai for example，and elaborates on the effect of providing convenience for both parties to law enforcement，breaking through the barriers of regional law enforcement，enhancing the happiness of the people，and vigorously promoting the construction of “Shanghai under the rule of law”，under the application of “one network unified management”，the off-site law enforcement smart application system，the joint logistics linkage mechanism，the shared data information law enforcement，and the joint punishment mechanism of the comprehensive law enforcement team in Minhang District，Shanghai. Aiming at the deficiencies of off-site law enforcement，Minhang District explored the establishment and improvement of the legal system of urban management off-site law enforcement within the whole city of Shanghai，improved the joint logistics linkage command and disposal mechanism under “one network unified management”，promoted the innovative application of the “smart city management” system，attached importance to network security and strengthened reasonable ways to supervise off-site law enforcement methods.
