In 2020，Shanghai has achieved a series of remarkable progress on its rule of law construction in the following aspects：the work of the local people’s congress，the law-based government，and the judicial reform. In 2020，the Shanghai People’s Congress has effectively promoted the construction of a modern socialist rule of law with Chinese characteristics in terms of practicing the rule of law，strengthening the supply of the rule of law，ensuring the implementation of the rule of law and improving the quality and effectiveness of the rule of law. At the same time，efforts have been made to improve the level of rule of law in such areas as city governance，people’s livelihood improvement，along with ecological and environmental protection. It has been steadily implemented to construct a law-based government，and the working mechanism of law-based city governance has been further improved，what’s more，the quality of institutionalized administrative legislation has been improved so as to ensure that all activities of the administrative entities would be fully incorporated into the track of the rule of law. In the past 2020，The point was laid on exercising the law-based government administration in aspects of the pilot registration system for Lin-gang Special Area of China（Shanghai） Pilot Free Trade Zone and the Science and Technology Innovation Board，the integrated development of the Yangtze River Delta region，epidemic prevention and control，together with the resumption of work and production. The courts and procuratorates continue to deepen the comprehensive and integrated reform of the judicial system. The courts have been focused on creating a good law-based business environment，promoting the rule of law construction in Shanghai，practicing justice for the people，deepening the judicial system reform，adhering to strict governance of the courts，and continuing to improve work，in the meanwhile，“one-stop” multiple dispute resolution institution，litigation service system and smart courts have been fully constituted. As for the procuratorates，they did a good job in working for the people，improving the prosecutorial level，maintaining judicial justice，forging a high-quality professional team，deepening the construction of “one unit，one product” in the primary-level courts，pioneering a “one-stop” evidence collection protection system，and escorting Pudong’s high-level reforms open. 2021 being the first year of the 14th Five-Year Plan，Shanghai’s rule of law construction will，based on serving the modernization of Shanghai and the country’s economic and social development，especially the implementation of national strategies，focused on the modernization of governance systems and governance capabilities，further strengthening the supply of the rule of law system，and improving the law-based governance level of the government，continuing to promote comprehensive judicial reform，inherit the past and ushering the future，and thus strive to create a new situation in the 14th Five-Year Plan.
