在土地资源日趋紧缺的发展背景下,通过城市更新转向存量用地开发是我国城市未来发展的重要途径,广州近年来也出台了相关政策规范并推动城市更新工作开展。本文从城市更新内涵解读着手,以广州城市更新政策演进历程中不同时期的政策特征及存在问题为切入点,剖析近年(2019~2020年)来更新政策出台后实施项目中暴露出的新问题,解读粤港澳大湾区内地9个城市更新政策,分析粤港澳大湾区建设对广州城市更新工作的影响,结合国内外城市更新政策制定及实施经验,提出粤港澳大湾区背景下广州城市更新政策的优化思路,以期对未来政策制定工作提供借鉴。
<<Under the development background of increasingly scarce land resources,shifting to stock development land through urban regeneration is an important way for the future development of our cities. Guangzhou has also issued relevant policies and regulations in recent years to promote urban regeneration. This article starts from the interpretation of the connotation of urban regeneration,taking the policy characteristics and existing problems in different periods in the evolution of Guangzhou’s urban regeneration policy as the starting point,analyzes the new problems reflected in the implementation of the project after the introduction of the regeneration policy in recent years(2019-2020),interprets Regeneration policies for 9 cities in the Guangdong-Hong Kong-Macao Greater Bay Area,analyzes the impact of the construction of the Guangdong-Hong Kong-Macao Greater Bay Area on Guangzhou’s urban regeneration,and combines domestic and foreign urban regeneration policy formulation and implementation experience to propose the optimization ideas of Guangzhou’s urban regeneration policies in the context of the Guangdong-Hong Kong-Macao Greater Bay Area,in order to provide reference for future Guangzhou urban regeneration policy formulation work.
