随着航空运输业蓬勃发展,临空经济越来越成为国际大都市经济增长的动力源。自2016年获批建设国家临空经济示范区以来,广州围绕建设国际航空枢纽,大力发展临空经济,机场旅客、货邮吞吐量跃居世界前列,临空经济示范区整体实力在国内名列前茅;但也存在发展思路不够优化、临空经济发展质量有待提升、综合保税区功能发挥不够、公共服务配套不够完善、管理体制机制需要优化等问题。本文建议广州抓住“双区”建设、“双城”联动等重大历史机遇,树立大枢纽、大空港、大都市的发展思路,进一步优化发展环境,理顺体制机制,补齐发展短板,提升产业发展质量,全面增强经济和人口承载力,打造广州乃至粤港澳大湾区新的增长极和城乡区域融合发展示范区。
<<With the rapid development of air transport industry,airport economy is becoming the power source of economic growth of international metropolis. Since it was approved to build the National Airport Economic Demonstration Zone in 2016,Guangzhou has vigorously developed its airport economy around the construction of an international aviation hub. The passenger and cargo throughput of the airport ranks among to the top in the world,and the overall strength of the airport economic demonstration zone ranks among the best in China. However,there are also some problems,such as the lack of optimization of development ideas,the need to improve the quality of airport economic development,the lack of functional play of comprehensive bonded zone,the lack of complete public service facilities,and the need to optimize the management system and mechanism. It is suggested to catch the “Two-zone” construction,“Two-city” linkage and other major historical opportunities,set up big hub,big airport,metropolitan development ideas,further optimize the development environment,straighten out the system mechanism,strengthen weak links in development,improve the quality of industrial development,comprehensively enhance the economic and population bearing capacity,and build new growth pole and regional integration development demonstration zone between urban and rural areas of Guangzhou and Guangdong-Hong Kong-Macao Greater Bay Area.
