2020年我国大数据战略得到了长足发展。但当前我国大数据战略目标与个人信息立法的价值追求存在冲突。为化解这一冲突，实现大数据战略目标与个人信息立法价值的协调，应重新审视我国既有的个人信息立法观念，正确认识大数据技术及其应用，树立正确的隐私观念，区分个人信息与个人数据，以有效防止滥用为个人信息立法的宗旨和目标，合理平衡个人利益与产业利益。
<<In 2020，our country’s big data strategy has been developed by leaps and bounds. However，the current strategic goals of big data conflict with the value of personal information legislation. In order to resolve this conflict and realize the coordination between the strategic goals of big data and the value of personal information legislation，we should re-examine the existing concepts of personal information legislation，correctly understand big data technology and its applications，and establish correct privacy concept，distinguish between personal information and personal data，take how to effectively prevent abuse as the purpose and goal of personal information legislation，and reasonably balance personal interests and industrial interests.
