In 2020，China has strengthened the construction of new rules and systems of mobile Internet，involving national governance，network security，information content governance and industrial development，etc. Special campaigns have been launched in areas such as personal information protection，minors protection，information content governance，intellectual property rights protection and anti-monopoly. In the face of the problems and challenges brought by COVID-19，the government should further enhance the protection of personal information，build an information-supported social governance platform，promote the vigorous development of new business forms and models of the cyber economy，and create a new landscape for the development of the mobile Internet.
