2000～2019年，全国19个省域文化投入总量年均增长超过15%，其中1个省域总量年均增长超过20%，海南、青海、北京、西藏、四川处于总量增长及份额提升前5位；13个省域文化投入人均值年均增长超过15%，海南、青海、西藏、四川、北京处于人均值增长前5位。各省域文化投入增长综合评价排行：无差距理想值横向测评，西藏、北京、青海、甘肃、内蒙古为“2019年文化投入指数排名”前5位；自身基数值纵向测评，海南、青海、西藏、四川、北京为“2000～2019年文化投入提升度”前5位；海南、西藏、青海、北京、湖北为“2005～2019年文化投入提升度”前5位；河北、湖北、福建、山西、海南为“2010～2019年文化投入提升度”前5位；湖北、河北、广东、海南、山西为“2015～2019年文化投入提升度”前5位；河北、辽宁、湖北、四川、江苏为“2018～2019年文化投入提升度”前5位。
<<From 2000 to 2019，the total culture investment increased with annual average of more than 15% in 19 provinces，in 1 of which by over 20%；Hainan，Qinghai，Beijing，Tibet and Sichuan ranked top 5 in the total growth. The per capita value of culture investment increased with annual average of more than 15% in 13 provinces；Hainan，Qinghai，Tibet，Sichuan and Beijing ranked top 5 in the per capita value growth. The rankings of the comprehensive evaluation of the culture investment growth across the provinces are as follows：In the lateral evaluation of ideal value without urban-rural and regional gaps，Tibet，Beijing，Qinghai，Gansu and Inner Mongolia ranked top five in the “2019 annual culture investment index leaders”；In the vertical evaluation of self-base value throughout the past years，Hainan，Qinghai，Tibet，Sichuan and Beijing ranked top five in the “2000～2019 culture investment index runners-up”；Hainan，Tibet，Qinghai，Beijing and Hubei ranked top five in the “2005～2019 culture investment index runners-up”；Hebei，Hubei，Fujian，Shanxi and Hainan ranked top five in the “2010～2019 culture investment index runners-up”；Hubei，Hebei，Guangdong，Hainan and Shanxi ranked top five in the “2015～2019 culture investment index runners-up”；Hebei，Liaoning，Hubei，Sichuan and Jiangsu ranked top five in the “2018～2019 culture investment index runners-up”.
