1999～2019年，31个省域城镇文教消费总量年均增长均超过10%，其中3个省域城镇年均增长超过15%；7个省域城镇文教消费人均值年均增长超过10%。各省域城镇单行文教消费需求景气评价排行结果：城乡、地区无差距理想值横向测评，黑龙江、湖南、吉林、宁夏、辽宁为“2019年城镇景气指数排名”前5位；历年各地自身基数值纵向测评，西藏、黑龙江、河南、宁夏、青海为“1999～2019年城镇景气提升度”前5位；西藏、海南、云南、宁夏、黑龙江为“2004～2019年城镇景气提升度”前5位；云南、贵州、广西、新疆、宁夏为“2009～2019年城镇景气提升度”前5位；西藏、广西、天津、安徽、山东为“2014～2019年城镇景气提升度”前5位；安徽、浙江、广东、江苏、黑龙江为“2018～2019年城镇景气提升度”前5位。
<<From 1999 to 2019，the total culture and education consumption in city-towns increased with annual average of more than 10% in 31 provinces，in 3 of which by over 15%；the per capita value of culture and education consumption in city-towns increased with annual average of more than 10% in 7 provinces. The ranking of the status evaluation of the culture and education consumption demand in city-towns across the provinces is as follows：In the lateral evaluation of ideal value without urban-rural and regional gaps，Heilongjiang，Hunan，Jilin，Ningxia and Liaoning ranked top five in the “2019 annual city-towns leaders”；in the vertical evaluation of own base value throughout the past years，Tibet，Heilongjiang，Henan，Ningxia and Qinghai ranked top five in the “1999～2019 city-towns runners-up”；Tibet，Hainan，Yunnan，Ningxia and Heilongjiang ranked top five in the “2004～2019 city-towns runners-up”；Yunnan，Guizhou，Guangxi，Xinjiang and Ningxia ranked top five in the “2009～2019 city-towns runners-up”；Tibet，Guangxi，Tianjin，Anhui and Shandong ranked top five in the “2014～2019 city-towns runners-up”；Anhui，Zhejiang，Guangdong，Jiangsu and Heilongjiang ranked top five in the “2018～2019 city-towns runners-up”.
