From 1999 to 2019，the total culture and education consumption in urban and rural areas increased with annual average of more than 10% in 31 provinces；the per capita value of culture and education consumption in urban and rural areas increased with annual average of more than 10% in 27 provinces. The ranking of the status evaluation of the culture and education consumption demand in urban and rural areas across the provinces is as follows：In the lateral evaluation of ideal value without urban-rural and regional gaps，Heilongjiang，Hunan，Jilin，Ningxia and Gansu ranked top five in the “2019 annual urban and rural leaders”；in the vertical evaluation of own base value throughout the past years，Tibet，Henan，Guizhou，Qinghai and Gansu ranked top five in the “1999～2019 urban and rural runners-up”；Tibet，Yunnan，Henan，Guizhou and Hainan ranked top five in the “2004～2019 urban and rural runners-up”；Guizhou，Tibet，Yunnan，Guangxi and Xinjiang ranked top five in the “2009～2019 urban and rural runners-up”；Tibet，Guangxi，Shandong，Anhui and Tianjin ranked top five in the “2014～2019 urban and rural runners-up”；Heilongjiang，Zhejiang，Anhui，Guizhou and Jiangxi ranked top five in the “2018～2019 urban and rural runners-up”.
