Due to an emerging coupling between development of digital technology and pension problems，smart pension begins to emerge in China. As a reform of modernity，smart pension will launch a reconstitution of pattern against industry and policy of pension. Smart pension is a new model of digital governance regarding to aging society at an essential aspect，which is the inevitable product of social change for propelling technology serves the elderly. This article illustrated the connotation of smart pension，proposing that it includes all services to respond to needs of the elderly at aspect of in terms of physiological，psychosocial adaptation and meaning seeking. Current article suggested that the advances of smart pension were at six aspects，namely，service performance，governance effectiveness，social value，market evolution，theory construction，value-based service. Lastly，the article proposed seven aspects of development dilemma by using an analytical frame of ROCCIPI technology.
