In order to better cope with the long-term continuous medical，nursing and life care service demands brought about by the aging of the population，this article proposes to establish China’s long-term care system as soon as possible on the basis of summarizing the long-term care basic care security system：First，the long-term care basic security system is incorporated into China’s basic social security system，and a multi-level security system is established on this basis. The second is to actively expand financing channels and improve the level of financing. The third is to adopt a “double assessment” approach to achieve the goal of fairness in the operation of the long-term care basic guarantee system. The fourth is to adopt the “two guarantees” approach to achieve the high-efficiency goal of long-term care basic guarantee system operation. The fifth is to support and standardize the development of the elderly care industry through policies such as human resources，finance，and taxation.
