“街道吹哨、部门报到”是北京市2018年开始推行的一项重要的社会治理创新机制,北京市东城区从优化党建组织制度、搭建综合网格系统、构建综合执法体系、健全监督体系四个方面不断推进“吹哨报到”机制,在解决社区“最后一公里”难题、社区资源整合、社区疫情防控等方面取得良好效果,但同时遇到了一些问题和困境。本课题主要从东城区“吹哨报到”机制的基本经验、面临问题和改善路径三个方面出发,对东城区“吹哨报到”助推社区治理的长效机制进行分析探索。
<<In 2018,Beijing introduced an innovative mechanism in social management area known as “functional departments respond when streets or townships request”(hereafter as “respond when request” for brevity). Dongcheng District of Beijing attempted to use this mechanism to solve the “final step” problem in local governance,to integrate community resources and to prevent and control the epidemic by optimizing the institution of the party,building comprehensive grid system,constructing comprehensive executive system and improving monitoring system. This mechanism has run into some problems or difficulties while it greatly enhanced the effectiveness and efficiency of local community management. This essay tries to explore the influence of the “respond when request” mechanism on the innovation of community management mechanism in Dongcheng District from three aspects namely the basic experience,main problems and ways to improve of the “respond when request” mechanism in Dongcheng District.
