Safety has become a major political commitment related to the mission of the party and a major concern related to the happiness of the people. It is of great significance to fully understand the importance of overall development and safety for promoting the safe development of cities. The development concept of safety is inseparable from the construction and support of safety culture. Taking Beijing as an example，this paper clarifies the concept and characteristics of safety culture，systematically analyzes the role of government，community，public and enterprise in the construction of safety culture. On the basis of comprehensively summarizing the current situation of the development of safety culture in Beijing，this paper deeply discusses the innovative path of the high-quality development of safety culture in Beijing and the development opportunities of safety culture industry under the new situation，so as to realize the urban safety governance in Beijing.
