Communities are at the front for modernization of national governance capability，and a significant support for modernization of social governance in cities. The program of Disaster Prevention & Alleviation Demonstration Community in Beijing offers a perfect opportunity for promoting the construction of Safe and Resilient Community. This paper，from the perspective of Safe and Resilient Community construction，analyses the status of community resilience in Beijing as well as existing problems and causes. It also offers suggestions for constructing Safe and Resilient Community in Beijing from the aspects of concept，mechanism，implementation，guarantee and promotion.
